Director, Shanghai Municipal Office of Financial Services
Fang Xinghai, currently serves as Director of the Shanghai Municipal Office of Financial Services, Adjunct Professor of the China Europe International Business School (CEIBS), and Senior Fellow of the National Center for Economic Research at Tsinghua University.
Mr. Fang studied at School of Economics and Management, Tsinghua University from 1981 to 1986 and received his Bachelor’s Degree in Management Information Systems; from 1986 to 1990, fully funded by Stanford University, he was sent to study in the United States by the Chinese Ministry of Education and received his Master’s Degree in Economics; and from 1990 to 1993, he continued his study at Stanford University and received his Ph.D. Degree in Economics.
In July 1993, Mr. Fang was recruited by the Young Professionals Program to work in the World Bank. He worked as an economist and investment officer at the World Bank headquarters in Washington from July 1993 to August 1998. He was Director of the Coordination Department, China Construction Bank, from August 1998 to August 2000; Secretary-General of Commission Galaxy Securities, from September 2000 to June 2001; Deputy Chief Executive Officer of the Shanghai Stock Exchange, from July 2001 to December 2005. From December 2005 to October 2007, he was a member of the Financial Work Commission of the CPC Shanghai Committee and Deputy Director of the Shanghai Municipal Office of Financial Services. He has since taken on the position of Deputy Secretary of the Financial Work Commission and Director of the Office of Financial Services. He was President of the Association of Former Chinese Officials of World Bank and IMF Officials, and President of the Chinese Economists Society.
Mr. Fang was selected as "Young Global Leader" in 2005 by the World Economic Forum. He has published several academic books and regularly writes commentary articles in international and domestic financial media, includingWall Street Journal,Financial Times,Finance,CBN Daily, etc.
